To all to whom this Decree shall come, greeting!

Now know, that all Falleen desires is to see the neighboring planets stable, orderly, and prosperous. Any planet whose people conduct themselves well can count upon our friendship. If a planet shows that it knows how to act peaceably and with reasonable decency in local and galactic matters, and if it keeps order, it need fear no interference from the Falleen Federation. Chronic wrongdoing, or an impotence which results in Imperial meddling, may ultimately require intervention. In the Orus Sector the adherence of the Falleen Federation to this Decree may force Falleen, however reluctantly, in cases of such wrongdoing or impotence, to the exercise of its martial power.

In witness whereof, I have caused these words to be published and sent forth. Witness myself at Vavel Castle, under authority vested in me by the Sovereign, His Majesty King Bisz Aldaris, the three hundred and second day during the tenth year, in the fifth year of His Majesty's reign.
