It is a queer thing that as the Emperor's power diminishes, his voice becomes increasing vitriolic. Yet, it is to be expected. The anger in his shaking voice, acts as if a veil hiding something - hiding the fear that creeps into his every thought about the future of his Empire.

He has good reason to fear us. He tried once before to destroy the Federation, but failed. He did indeed hurt the Federation three years ago, but in actuality he brought about the golden age of the Federation and gave birth to his greatest enemy. His ill-considered interventionism and lust for power had unintended consequences and it will again because a mind twisted by the dark side cannot learn from its mistakes.

In order to open wide the eyes of the enemy, encourage new and existing allies, and steel our own resolve, I have chosen to declassify documents that reveal the extent of the Federation's policy for confronting the external Imperial enemy in order to secure our continued independence and sovereignty. Of course this is dangerous, but I believe that the light of reason is the best response to the angry madness coming from Coruscant.
